Melt butter in a large soup pot over medium heat. Add onions and caraway seeds and saute until onions are tender.

Add the potatoes, vegetable broth, and bay leaf. Bring to a boil, then reduce the heat to low and simmer, covered, for about 20 minutes, stirring occasionally.

Add the broccoli and cauliflower and continue to simmer, covered, for 10 minutes, or until the broccoli and cauliflower are tender. Discard the bay leaf.
